What with the popularity of computer-based music these days, and the
plethora of VST plug-ins for Cubase and the like/ is there sort-of like
some kind of central database that keeps track of what VSTs are
available, where they're from, and what they do?

www.kvr-vst.com - they keep a track of VST and VSTi plugins, with user
reviews.
